benefits conferred on Hongkong trade seems calculated to

eliminate this source of danger. Subject to your observations proposed modification of Article 5 would

not therefore appear substantially to impair value of

draft agreement. In view of great benefits which draft

agreement confers on both sides and of good effects which

it is likely to have on British relations with China

generally I have urged that conclusion of agreement

should not be jeopardised or delayed by reason of pro-

posed modification. I await reply from Colonial Office

before conveying message to Mr. Maze.
